Si tienes un pequeño negocio o te dedicas a elaborar artesanías y vives en el Distrito Federal, tú puedes obtener diferentes beneficios y acceso a programas del Gobierno capitalino tramitando la Cédula de Microindustria que expide la Secretaría de Desarrollo Económico (Sedeco).
Respaldado por la Ley Federal de Fomento a la Microindustria y la Actividad Artesanal, el documento está dirigido a personas físicas o morales de nacionalidad mexicana, que operan alguna empresa tradicional (verdulerías, tiendas de abarrotes, farmacias, panaderías, misceláneas, etc.) o realizan actividades artesanales.
Entre los beneficios que ofrece, destacan:
• Menores requisitos para llevar a cabo trámites en materia ambiental.
• Descuento de hasta un 45% en el costo para obtener el código de barras para los productos.
• Acceso a programas de fomento económico dirigidos a las microempresas.
Recuerda: La Secretaría de Economía define a una microempresa como aquella unidad económica que no reporta más de 10 trabajadores y ventas anuales menores o igual a 4 millones de pesos.
Para obtener la Cédula de Microindustria o de la Actividad Artesanal es necesario que los interesados se presenten ante cualquiera de las Ventanillas Únicas de Gestión Empresarial, ubicadas en la Cámara Nacional de la Industria de transformación (Canacintra), en la Cámara Nacional de Comercio (Canaco) o en la Cámara Nacional de la Industria Restaurantera y Alimentos Condimentados (Canirac), los siguientes documentos (en original para cotejo y dos copias simples):
Personas físicas
1. Formulario Único para la Obtención de la Cédula de Industria Micro o de la Actividad Artesanal, en el cual se manifiesta el monto de ventas anuales así como el número de empleados con que se cuenta.
2. Acta de Nacimiento en copia certificada.
3. Identificación oficial vigente.
4. Hoja de Inscripción ante el Registro Federal de Contribuyentes y, en su caso, comprobante de la última modificación de la situación fiscal presentada ante el SAT.
5. Croquis de las instalaciones productivas (original en papel membretado de la empresa y con la firma del representante legal y dos copias).
6. Certificado de zonificación de uso del suelo específico, Certificado de zonificación para usos del suelo permitidos o Certificado de acreditación de uso del suelo por derechos adquiridos.
7. En caso de que la microindustria ya se encuentre en operación, declaración del Impuesto Sobre la Renta del Ejercicio Fiscal inmediato anterior al ejercicio de la solicitud.
8. Recibo de pago de derechos por suministro de agua con una antigüedad no mayor a tres meses anteriores a la solicitud
9. Recibo de pago de impuesto predial del inmueble en que se ubica la industria con una antigüedad no mayor a 3 meses anteriores a la solicitud.
10. Memoria descriptiva del proceso productivo (original en papel membretado de la empresa y con la firma del representante legal y dos copias).
Personas morales:
Además de los requisitos 1 y 4 al 10 mencionados anteriormente:
1. Acta Constitutiva con el sello de inscripción ante el Registro Público de la Propiedad y de Comercio correspondiente (Testimonio Notarial original o copia certificada del mismo Notario para cotejo y dos copias).
2. Testimonio Notarial original o copia certificada del mismo Notario del Instrumento Público con el que el representante legal acredita su personalidad con el sello de inscripción ante el Registro Público de la Propiedad y de Comercio correspondiente e identificación oficial del mismo.
3. Comprobantes de pago de cuotas ante el IMSS y el INFONAVIT con una antigüedad no mayor a 3 meses anteriores a la fecha de solicitud.
El trámite es completamente gratuito. El plazo de respuesta es de 10 días hábiles y tiene una vigencia de 3 años, por lo que 15 días antes del término de la misma deberá ser presentada una solicitud para obtener el refrendo correspondiente en cualquiera de las Ventanillas mencionadas.
