Gobierno ajusta medidas para combatir influenza económica
En respuesta a las difíciles circunstancias actuales económicas derivadas de la epidemia de influenza, el Gobierno Federal ha diseñado una serie de medidas dirigidas a mitigar el impacto sobre la actividad productiva e inducir una rápida recuperación en los sectores más afectados.
Respecto a las estrategias tributarias de carácter general, el ejecutivo instruyó a la SHCP para que durante los meses de mayo y junio se otorgue un descuento del 20% de las cuotas patronales al IMSS, correspondientes a los seguros de riesgos de trabajo, enfermedades y maternidad, invalidez y vida, y de guarderías y prestaciones sociales.
La medida beneficiará a todas las empresas, pero estará acotado a un máximo de 35 mil pesos por empresa durante el bimestre. Esto con el objeto de que las principales beneficiarias sean las pequeñas y medianas empresas. El tope para el beneficio bimestral implica que más del 95% de las empresas del país recibirían el descuento completo de 20%, con un beneficio total para las empresas cercano a 2 mil 200 millones de pesos.
Para apoyar la liquidez de las empresas, durante 2009 éstas podrán reducir de su pago mensual de ISR el pago en exceso que hubiesen realizado en el IETU, en lugar de hacerlo hasta la presentación de su declaración anual. Se estima que ello reducirá la carga tributaria de las empresas durante este año en alrededor de 2 mil millones de pesos.
Mientras que para los sectores de hotelería, restaurantes y esparcimiento se busca dar alivio adicional a través de los impuestos específicos a estos sectores, los cuales son locales y dependen de las decisiones de los gobiernos estatales. Para dar mayores incentivos a que éstos exenten del impuesto de nómina a los hoteles, restaurantes y servicios de esparcimiento, y a los turistas del impuesto de hospedaje, el Gobierno Federal les compensará el 25% de la pérdida de ingresos asociada a las exenciones que estos otorguen por los próximos tres meses.
Estas podrían llegar a ser de un mil 900 millones de pesos, por lo que la contribución del Gobierno Federal podría llegar a ser de cerca de 500 millones de pesos.
Con el objeto de hacer más atractiva la visita de cruceros a México, se eximirá a las embarcaciones de altura dedicadas a actividades turísticas del 50 por ciento del pago del derecho por los servicios que presta la capitanía de puerto y del derecho correspondiente a los meses de mayo, junio y julio, además se establecerá un fondo de promoción al turismo con dos componentes: actividades de promoción general realizadas por el Gobierno Federal y recursos para realizar actividades de promoción regional donde se aportarán recursos pari passu con las Entidades Federativas.
El fondo contará inicialmente con 200 millones de pesos, pero podrá incrementarse en caso que se requiera.
